Letter of President Ho Chi Minh to the People’s Committees of States, Provinces, Districts and Villages

Introduction

On September 2, 1945, President Ho Chi Minh read the Declaration of Independence, giving birth to the Democratic Republic of Vietnam.

The Government of the Democratic Republic of Vietnam has just been established for a few days, and among State officials from central to local levels, many evils have arisen that oppress the people, private wealth, factionalism, and corruption. ,,,.

That is why, in October 1945, just over a month after the country’s founding, President Ho Chi Minh had to write the letter “Letter to the People’s Committees of all periods, provinces, districts and villages“, to rectify the religion, virtue among State officials from central to local levels.

In this letter, President Ho Chi Minh clearly stated that “if an independent country does not enjoy the happiness of freedom, then independence has no meaning“, and President Ho Chi Minh also did not say anything about Marxism, Lenin.

This letter is printed in the complete Ho Chi Minh series, volume 4, pages 56-58.

Perhaps many leaders of our Party and State, although they say they follow Ho Chi Minh’s Thought, do not know the content of this important letter.

“Hey guys!

A-Our country was oppressed by the West for more than 80 years and four or five years by Japan.

Our people are hungry, cold, and miserable, beyond words. Looking back today, it’s still very painful.

Thanks to our people’s unity and the Government’s wise leadership, we broke the chains of slavery and fought for independence and freedom.

Without the people, the Government does not have enough force.

Without the Government, the people have no one to lead the way.

Therefore, the Government and the people must unite as one bloc.

Today, we have built the Democratic Republic of Vietnam. But if a country is independent but its people do not enjoy the happiness of freedom, then independence has no meaning.

B-Our government has promised the people that it will try its best to make everyone happy. In building the country and repairing everything, it must be done gradually, it cannot be done in a month or a year. But right from the beginning, we must follow the correct motto.

We must understand that Government agencies, from the entire country to the villages, are all servants of the people, meaning to shoulder common tasks for the people, not to oppress the people as in the period under the general rule of French and Japanese rule.

Whatever benefits the people, we must do our best.

We must avoid anything that harms the people.

We must love and respect the people so that the people will love and respect us.

C-I still know that among you there are many people who follow the Government’s program and are very popular with the people. But there are also many people who make very serious mistakes. The main mistakes are:

1-Illegal – Vietnamese traitors who betray the country, with clear evidence, must be punished, no one can blame them.

But there are times when people are arrested and confiscated because of personal hatred.

  2- Relying on the own authority – Relying on the won authority to be in this group or that group, then being arrogant and dissolute, wanting to achieve it, disregarding public opinion, not thinking about the people. Forget that the people elected us to work for the people, not to gain favor with the people.

   3-Corruption – Wanting to eat delicious food, wanting to dress beautifully, becoming more and more luxurious, more and more romantic, where does that money come from?

Even taking public money to use for private purposes, forgetting integrity and morality. The commissioner drove a car, then the commissioner’s wife, and even the commissioners and boys, also used public cars. I wonder who has to bear those costs?

  4- Self-interest – Pulling friends, relatives, and friends, without any talent, will drag you into this position or that position. People have talent and virtue, but if they don’t satisfy themselves, they push them out. Forget that work is public work, not personal business of one’s family.

  5- Division – Defending one class against another, not knowing how to make each class tolerant of each other and get along with each other. There are even a few places where farmland is left fallow, and farmers complain. Forget that at this time we must unite all people, not divide old or young, rich or poor, to maintain independence and fight against the common enemy.

   6-Arrogance – Thinking that being in a Government agency is a god. Contempt for folk, show off, and gesture always in the face of a “revolutionary official”. Not knowing that that arrogant attitude will lose people’s trust and harm the Government’s reputation.

D-We are not afraid of mistakes, but once we recognize a mistake, we must try our best to correct it. Therefore, those who do not commit the above mistakes should pay attention to avoid them and strive to make more progress. Anyone who has committed the above mistakes must make every effort to correct them; If we do not correct ourselves, the Government will not be tolerant.

For the happiness of the nation, for the good of the country, I must speak.

We must keep the words “justice and righteousness” deep in our hearts.
