Serious mistakes in the policy of expelling hospitals and universities from the center of Hanoi

On April 22, 2003, the Government of Vietnam issued Decision No. 64/2003/QD-TTG on the relocation of factories, hospitals, universities,,, causing pollution out of urban centers.

Relocating is a fancy way of saying, it’s actually eviction.

Then, on January 23, 2013, the Government continued to issue Decision No. 130/QD-TTg on Measures, Road map and the use of the afore-mentioned displaced land.

By June 2021, the Ministry of Construction reported on the delay in the above relocation, and urged all levels and sectors to urgently relocate according to the Government’s policy.

Firstly, the eviction-relocation of polluting and toxic factories and facilities out of the center of Hanoi and urban areas is the right thing to do.

But secondly, moving hospitals and universities out of the center of cities is the most serious mistake, both in practice, and in culture, in history, and in morality, as well as “State of the people, by the people, for the people”.

Hospitals that cause “highly infectious” – the language of Decision 130 – must be cleaned, not polluted, not infectious. Hospitals that want to cure diseases must be clean, non-polluting, and non-infectious.

If the hospital pollutes, causes infection, cannot clean it, then the hospital must be removed, must be destroyed, not moved the infectious hospital elsewhere. Because if you move that infectious hospital to another place, without cleaning it, it will continue to infect, and continue to spread the disease everywhere, spreading to the whole country and the whole world.

We all know that the current COVID19 only comes from a very rural, remote province in China, and it has spread to the whole world as it is now.

Then moving the infectious hospital to another place will not solve the source of the infection.

To solve the infectious hospital, there is only one way to modernize the hospital, make it clean, capable of curing disease, not move it elsewhere.

Third, hospitals and schools located in the center of big cities represent a State serving the people, a State of the people, by the people, for the people, a State that is not owned by real estate investors, not the State of apartments, supermarkets, restaurants, and hotels.

If it is said to move hospitals and universities out of urban centers to build public welfare works, which public welfare and service works are more wonderful, more meaningful, more beautiful, more cultural, and more humane than hospitals and schools?

Let’s see how Vincom acquired land for Tran Hung Dao Mechanical Factory at 191 Ba Trieu Street, Hanoi, what public service and welfare works did Vincom build?

Now just a modern apartment-supermarket, enriching Vincom.

And buy state land from hospitals, schools, offices, factories at the State price, cheap as ducks, then build apartments, supermarkets selling at market prices, then try to ask who is not rich?

Who can’t become a dollar billionaire overnight?

Let’s see if there are any public welfare and cultural works in this land of Tran Hung Dao Mechanical Factory?

At first, it was thought that the land of that Tran Hung Dao Mechanical Factory would be built as a green park named Tran Hung Dao Park, or a library named Tran Hung Dao Library, or a square named Tran Hung Dao Square, or a modern floating metro-tram hub for Hanoi’s future public transport system, or a free hospital where Tran Hung Dao was built for the poor, like the French hospital that treated the poor in the current Viet Duc Institute, or a State-owned shopping-entertainment-entertainment center, named Tran Hung Dao Cultural-Sports-Shopping Center, serves the people, not a private center serving the interests of real estate sharks.

But not.

Now it’s just the Vincom Supermarket-Apartment area, enriching Vicom only.

How many achievements of the revolution, how much blood and bones of compatriots and soldiers poured down to gain independence and freedom for the nation, are these revolutionary achievements now only serving the interests of real estate sharks? real estate sharks go out with policymakers to enact policies that benefit real estate sharks?

And do policymakers turn out to be just low-end hires for the real estate sharks?

In the world, there is no any country to remove hospitals and schools out of urban centers at all for real estate moguls.

Hanoi University of Pharmacy was built by the French in Hanoi, located right near Hoan Kiem lake, Le Thanh Tong street today, has not moved anywhere.

In Saigon, Van Hanh University is located at 222 Truong Minh Giang Street (after 1975 it was named Le Van Si Street), District 3, Saigon, right in the heart of the magnificent Saigon, not moving anywhere.

In Tokyo, major hospitals, treating serious illnesses, and even treating infectious diseases, the COVID19 disease, are located in central Tokyo.

Keio University, Waseda University, Japan’s most famous Todai University are all located in central Tokyo.

In Korea, major hospitals and universities are located in the center of the capital, Soun.

In the US, France, UK,,,, major hospitals and universities are all located in the center of big cities, located in the center of the capital, representing a social welfare state, a state with culture, the State of the people, by the people, for the people.

The headquarters of the university Paris 7- Université Paris Cité is located at 85 Avenue Saint-Germain in the 6th arrondissement of Paris, the center of Paris. Other Paris 7 campuses were further developed in other locations from the 5th to 18th arrondissements of Paris, and spread out to the suburbs immediately adjacent to the busy urban areas, and as far as certain overseas French territories around the world.

The evil capitalists in France did not expel the University of Paris 7 out of the center of Paris for real estate moguls.

In the US, George Washington University, founded in 1821, and now moving nowhere, is headquartered at Foggy Bottom, 2121 I St NW, Washington, DC 20052, United States.

The capitalists are exploiters, but not remove hospitals and schools for Real Estate Sharks,  let alone Vietnam, we are the State founded by the people making revolution, in the Declaration of Independence, in the Constitution, it is said that the State is of the people, by the people, for the people.

But why would you want to kick schools and hospitals out of urban centers, for the beautiful reason of fighting traffic jams and reducing pollution.

Solving pollution, and fighting traffic jams, it is necessary to develop public transport, make subway and floating roads, develop infrastructure, clean hospitals, but why expel schools and hospitals from the urban center?

Is our Vietnamese state a State of the people, by the people, for the people?

And look at all the factory land sold to the real estate owners, are there any public buildings, libraries, cultural houses, parks built on it? See how new apartments and supermarkets are being built there, causing traffic jams, and new pollution? It’s worse than before.

And fourth, it is suggested that the Government of Vietnam review and re-examine all projects that sell land for factories, hospitals and schools to real estate owners, see how the selling price is, if it is too much damage to the State, it must recover the price difference.

We all know that just by buying cheap land from the State, then building apartments, selling and renting supermarkets at market prices, real estate owners become dollar billionaires overnight.

Let’s try to see Vincom buy land for Tran Hung Dao Mechanical Factory, 191 Ba Trieu Street, Hai Ba Trung District, Hanoi, according to the domestic press, the value of Vincom’s entire project is 600 billion VND. This amount is not enough to buy land, let alone the money to invest in the construction of a supermarket-apartment building.

The Government needs to boldly amend 2 wrong decisions No. 64, and Decision No. 130, not to expel schools and hospitals from the centers of urban areas, but should build more hospitals and schools in the centers of urban areas, in Hanoi, representing a Vietnam State of the People, By the People, For the People, not the State of real estate investment sharks.///
