The 6th Party Congress in 1986, and the 7th Party Congress in 1991, for the first time, determined to allow a multi-sector economy, and determined that “the Party takes Marxism-Leninism and Ho Chi Minh Thought as the ideological foundation and guideline for action”.
Although the Party said that Ho Chi Minh Thought is the ideological foundation for national development, the Party has never defined what Ho Chi Minh Thought is? What is the content of Ho Chi Minh Thought? And how will our Party implement Ho Chi Minh Thought?
Only occasionally do some leaders and some Party resolutions cite sporadically, fragmentarily, and copy a few quotes from President Ho Chi Minh, and consider them as of Ho Chi Minh Thought.
However, regarding Ho Chi Minh’s morality, our party has widely promoted and organized many writing contests to learn about and follow Ho Chi Minh’s moral example.
As for writing contests and learning about Ho Chi Minh’s ideology, our party has never organized any.
Is our party afraid of Ho Chi Minh’s ideology?
Please, the party, be brave enough to answer this question.
In reality, our party has violated a series of contents of Ho Chi Minh’s ideology, so our party has been afraid and has not dared to publicly define what Ho Chi Minh’s ideology is, and has not dared to publicly discuss Ho Chi Minh’s ideology for the people and party members.
First, on September 2, 1945, President Ho Chi Minh read the Declaration of Independence, in which the name of the country was read loudly at Ba Dinh Square, and echoed throughout the world, that the Democratic Republic of Vietnam was born, had independence, and had the right to pursue happiness and freedom.
In 1946, the 1st National Assembly passed the 1946 Constitution, which clearly and publicly defined Vietnam as a Democratic Republic.
In 1960, the Constitution was amended, but the country’s name remained unchanged, the country’s name was still the Democratic Republic of Vietnam.
In his Will, President Ho Chi Minh did not say anything about changing the country’s name.
However, after the war ended in 1976, General Secretary Le Duan, wanting to be greater than Uncle Ho, arbitrarily changed the country’s name to the Socialist Republic of Vietnam. At that time, among the Party and State leaders, no one dared to oppose Mr. Le Duan.
Arbitrarily changing the country’s name was the first violation of Ho Chi Minh’s ideology by the later generations in the Party.
Second, in 1945, the party decided to self-dissolve and retreat into secret activities, even though it had just won power after the August Revolution, to prove that the party put the interests of the nation above its own interests.
In 1952, the 2nd Party Congress decided that the party would go public, at which time the party took the name of the Vietnam Labor Party.
With the name of the Democratic Republic of Vietnam and the name of the Vietnam Labor Party, all classes of people united around the party, under the leadership of the party, the Vietnamese people won the two resistance wars for independence from the French in 1954, and defeated the Americans in the war to unify the country in 1975.
However, after the war, Mr. Le Duan wanted to be greater than Uncle Ho, so he arbitrarily changed the party’s name, taking the name of the Communist Party of Vietnam, in 1976. At that time, no one in the party’s leadership dared to oppose Mr. Le Duan’s opinion.
In Uncle Ho’s Testament, he also did not say anything about changing the party’s name after the war.
Changing the party’s name without permission is the second violation of Ho Chi Minh’s ideology by the later generations of the party.
Third, when President Ho Chi Minh was still alive, he appointed many talented intellectuals outside the party to high-ranking positions in the Government, such as Mr. Huynh Thuc Khang, as Acting President; Mr. Bui Bang Doan as Head of the National Assembly Standing Committee, similar to today’s National Assembly Chairman; lawyer Phan Anh as Minister of Defense, then Minister of Foreign Trade; professor Nguyen Van Huyen as Minister of Education; lawyer Vu Trong Khanh as Minister of Justice; doctor Tran Duy Hung as Chairman of Hanoi, etc.
All of those ministers and chairmen were not communist party members, all were talented, honest, exemplary leaders, and all of their names were used to name streets nowaday
President Ho Chi Minh said in 1945, “The following government must be a government of national unity, gathering non-partisan talents.”
But now, after Uncle Ho passed away, the party has not appointed any non-party intellectuals or personalities to senior leadership positions in the State apparatus.
Not implementing the policy “The following government must be a government of national unity, gathering non-partisan talents” is the third violation of Ho Chi Minh’s Thought by the later generations of the party.
Fourth, in 1919, Nguyen Ai Quoc, on behalf of the people of Annam, sent the Versailles-France Conference the 8-point Petition of the people of Annam, if clearly requested the French government to
1- Release all political prisoners,
2- Freedom of the press, freedom of thought,
3- Freedom of publication, freedom of association,,,.
The 1946 Constitution of the Democratic Republic of Vietnam once again affirmed the individual c basic freedoms of the Vietnamese people, Article 10: “Vietnamese citizens have the right to freedom of the press, publication, association,,,”.
In the Viet Minh Program in 1941, when the party had not yet won power, the party also affirmed that the party would fight to gain basic freedoms for the Vietnamese people, such as “Release all political prisoners, freedom of the press, freedom of association,,,”.
When President Ho Chi Minh was alive, the country was still in a state of war, so the basic, minimum freedoms of the Vietnamese people had not been implemented.
However, up to now, the country has been out of war for more than 50 years, the Doi Moi has been in place for nearly 40 years, the socio-economy has developed remarkably, but the party still has not implemented those minimum freedoms of the Vietnamese people.
Many people with passion, virtue, and talent who want to publish newspapers to support the Party’s Renovation and protect the long-standing culture of the Vietnamese people are not allowed to publish newspapers.
The majority of state-owned newspapers today have actually been manipulated by the private sector, only borrowing the name of the state press, hiding under the state to make money, publishing tabloids, paper newspapers, as well as internet newspapers, publishing sensational stories to attract readers, robbing-murdering-raping, posting false news, stirring up information, to make money, and corrupting social morality.
That fake state press, hidden under the private sector, defeated the North-South high-speed railway project more than 10 years ago, when the Japanese government was ready to help Vietnam do it, but was defeated by the private Vietnamese press hiding under the state, plus the ignorant National Assembly delegates who voted to reject that project that benefits both the our country and our families.
Now the party is restarting this North-South high-speed railway project, but it has been delayed for more than 10 years, and the Japanese government is now not interested in helping Vietnam anymore.
It is said that there will be 3 countries participating in the project, so a modern railway system, requiring unity, compatibility, and synchronization in both technology and control and management, has now been divided into 3, or even further, which will cause unpredictable consequences for many years to come, no one knows.
By 2024, the Japanese company Kawasaki Industry has produced and supplied the United States with more than 5,000 train cars, both subways and surface trains of all kinds.
There, the most powerful country in the world, the United States, still has to buy trains from Japan, but the corrupt state-owned press of Vietnam, combined with the ignorant National Assembly of Vietnam, has defeated and rejected that wonderful high-speed railway project.
A Vietnamese National Assembly delegate at that time loudly compared the high-speed railway project with a brewery, saying that the brewery would only take 5 years to recover its capital, while the high-speed railway project would take decades to pay off its debt.
That’s the level of a National Assembly delegate, comparing a brewery with a high-speed railway project that would benefit the country for hundreds of years, so please just drink beer on the sidewalk, and don’t need to take the high-speed Shinkansen train.
Not allowing freedom of the press, but allowing corrupt private individuals hiding under the shadow of the State to manipulate the Vietnamese press, destroying the interests of the State, corrupting social ethics and culture, that is the fourth violation of Ho Chi Minh Thought by the later generations in the party.
Fifth, in 1945, Uncle Ho wrote a letter “Letter to the regions, provinces, districts and villages”, in which Uncle Ho clearly stated:
“Whatever is beneficial to the people must be done with all our might,
Anything that is harmful to the people must be avoided with all our might.”
But now the party allows the sale of public land, factory land, and office space to real estate sharks, at the State price, dirt cheap, so that real estate sharks can build houses and apartments to sell to people at market prices, making money and getting rich quickly, getting rich on the achievements of the revolution.
Millions of people have sacrificed in the struggles for independence and national reunification, yet public land is being sold to real estate sharks, allowing real estate sharks to become dollar billionaires overnight, while people who buy houses are left to be manipulated by real estate sharks, their cries cannot reach the heavens.
The party is the victim of its own ignorance and stupidity. Real estate sharks make billions of dollars from these public land purchase projects, while party and state leaders only have a miserable salary of 20 million VND/month for ministers, 30 million VND/month for the President, National Assembly Chairman, General Secretary, etc.
With such a miserable salary, who can be a leader without corruption or accepting envelopes?
Currently, every year internet companies such as Google, Facebook, Tiktok, X have paid taxes to Vietnam of about 600 billion VND/year.
Just boldly using this tax is enough to pay decent salaries to party and state leaders, provincial chairmen and ministers can have a salary of 200 million VND/month, the President and General Secretary can have a salary of 300 million VND/month, National Assembly deputies can have a salary equal to that of a deputy minister, about 150 million VND/month.
Only by paying a fair salary can we make good use of talented people and effectively fight corruption.
Selling public land at low prices to real estate sharks to get rich on the fruits of the revolution is a 5th violation of Ho Chi Minh Thought of the later generations in the party.
Sixth, corruption is terrible, but the party has never had a Central Conference to discuss why corruption is so much, how to fight corruption, what should be the work of party building, training and appointing cadres?
Never before have there been 12 members of the Politburo, 2 presidents, 1 chairman of the National Assembly, 1 standing member of the Secretariat, the chairman and secretary of Hanoi, the chairman and secretary of Saigon, and police generals disciplined and sentenced to prison for corruption as much as now.
It is also good to deal with them strictly, without any forbidden areas.
But we must ask why those corrupt people were appointed to the party, in the party and state apparatus, and then had to be disciplined?
How is the work of party building? How is the work of training cadres?
Uncle Ho said “cadres are servants of the people”, how has the party implemented it?
It is good that General Secretary Nguyen Phu Trong has decided to handle corrupt cadres without any forbidden areas.
But how far is the responsibility of the General Secretary? Are those cadres who committed wrongdoing also appointed by him?
Training cadres who made mistakes, appointing cadres who made mistakes, allowing corruption to run rampant, that is the 6th violation of Ho Chi Minh Thought by the later generations in the party.
There are many more, but here, let me just state them for now.
When the party has the courage to admit its mistakes, to courageously correct them, then the party will be worthy of being the party founded and trained by President Ho Chi Minh.
If it does not have the courage to admit its mistakes, and to correct them, then history will eliminate the party in the not too distant future.
Only the Vietnamese people will last forever.
The party is just a historical period.///
