On August 19, 1945, the Vietnamese people carried out the August Revolution, under the leadership of the Viet Minh, winning power and independence from the French, from the Japanese, and from the Government of Prime Minister Tran Trong Kim of King Bao Dai.
On September 2, 1945, just two weeks after the August Revolution, President Ho Chi Minh read the Declaration of Independence, announcing to the Vietnamese people and the world the birth of the Democratic Republic of Vietnam.
On January 6, 1946, the Vietnamese people, under the leadership of the Viet Minh, held the first free and independent General Election to elect the first National Assembly deputies of an independent Vietnam.
After the first National Assembly – the 1st term – of independent Vietnam was elected, on March 2, 1946, the 1st National Assembly held its first session to establish the Government of independent Vietnam, called the United Resistance Government of the Democratic Republic of Vietnam.
It was called the United Resistance Government because at that time, the French wanted to return to rule Vietnam once again, and the Chinese army of Chiang Kai-shek also entered Vietnam to make money in the unstable situation of our Vietnam. Therefore, the new Viet Nam Government was called the Resistance Government, to lead the Vietnamese people in the resistance war against the French, and against the Chinese army of Chiang Kai-shek, which lasted for 9 years, from 1946, to the victory of Dien Bien Phu in 1954.
At the 1st session of this 1st National Assembly, President Ho Chi Minh was elected by the National Assembly as Chairman of the United Resistance Government of the Democratic Republic of Vietnam.
Then, from April 1946 to September 1946, President Ho Chi Minh was invited by the French Government to France as a distinguished guest, accompanying a delegation representing the Vietnamese Government, to negotiate and sign the Cooperation Agreement between Vietnam and France.
On October 31, 1946, the Vietnamese National Assembly held its 2nd Session to establish a new Government, replacing the aforementioned Resistance Coalition Government.
The 5 months of living in France as a distinguished guest of the French Government, from April to September 1946, had a significant influence on President Ho Chi Minh’s thinking, showing him that any political party must put the interests of the Vietnamese people first, all political parties, no matter how different, must have a common unified policy of serving the interests of the Vietnamese people, all political parties have no other private interests, but only one interest and one sole purpose, which is to serve the interests of the Vietnamese people.
Therefore, on October 31, 1946, at the 2nd session of the 1st National Assembly, President Ho Chi Minh boldly declared:
“I DECLARE TO THE NATIONAL ASSEMBLY, TO THE PEOPLE, TO THE WORLD: I HAVE ONLY ONE PARTY, THE VIETNAMESE PARTY.”
The full text of this speech by President Ho Chi Minh is as follows – printed in the book: “60 years of the Socialist Republic of Vietnam” – People’s Army Publishing House, printed and published in Hanoi in 2005:
“This is the second time the National Assembly has entrusted me to take charge of the Government again. Vietnam has not yet been independent, not yet unified, so no matter what the National Assembly assigns to me or to anyone, I must try my best.
I accept.
Now I declare before the National Assembly, before the people and before the world that Ho Chi Minh is not a person who is greedy for power and position, hoping to get promoted and get rich.
The following Government must be a Government of national unity and gathering talents without party affiliation.
I declare before the National Assembly, before the people, before the world: I have only one party, the Vietnamese Party.
Although the resolution does not mention the two words of integrity, I still declare before the National Assembly, before the people and before the world: The following Government must be an integrity honest Government.
According to the resolution of the National Assembly, the following Government must be a Government that knows how to work, has courage, and is determined to pursue its internal goals firmly, and externally, to strive for the independence and unity of the country.
The brothers in the new Government will rely on the strength of the National Assembly and the people, no matter how dangerous, they will pursue the goals assigned by the people and the National Assembly.”///
Based on the above opinion of President Ho Chi Minh, “I only have one party, the Vietnamese Party”, it shows that every member of the Vietnamese Communist Party today must clearly see that the word “communist” only has a temporary phase, not forever, but “Vietnamese Party” – the party of the Vietnamese people, the party of the Vietnamese people with more than 4,000 years of history is the party that will last forever with Vietnam nation, with the Vietnamese people.
Therefore, if someone in the Vietnamese Communist Party today keeps saying like a parrot, stupidly loyal, “as long as the Party exists, we exist“, they completely forget the teaching of President Ho Chi Minh: “I only have one party, the Vietnamese Party”, that is, they must say “As long as the country exists, we exist, as long as the Vietnamese people exist, we exist”, not saying like a parrot “as long as the Party exists, we exist”.///
