Introduction

In 1946, President Ho Chi Minh answered foreign journalists’ questions, in which President Ho Chi Minh boldly mentioned that President Ho Chi Minh had to stand outside all political parties, like current Russian President Putin, because he had to put the interests of the Vietnamese people above all political parties, and the possibility of establishing the Vietnam Nationalist Party. On September 2, 1945, President Ho Chi Minh read the Declaration of Independence, giving birth to the Democratic Republic of Vietnam. And on the same day, the first Government of independent Vietnam, established by the Viet Minh, was announced, with the name of the Provisional Revolutionary Government of the Democratic Republic of Vietnam. Why did President Ho Chi Minh only choose the position of President, not the position of General Secretary of Party?
