Draft of the 12-point Platform of the Ho Chi Minh Party

Article one:

Party name: Ho Chi Minh Party.

The Ho Chi Minh Party is the party of the Vietnamese people, the party of the Democratic Republic of Vietnam.

-Party flag: Peace flag with half blue, red dragon, and yellow star.

Article three:

The Vietnamese people are fully capable of building their own doctrine, without needing to borrow anyone’s doctrine, to build the country of Vietnam, which is Ho Chi Minh Thought.

Article four:

Name of the country:

The Democratic Republic of Vietnam, is the name that President Ho Chi Minh gave in the Declaration of Independence, giving birth to the Democratic Republic of Vietnam on September 2, 1945.

Article five:

Ho Chi Minh Thought states that:

-The state is of the people, by the people, for the people;

-The government is the servant of the people; Cadres are the servants of the people;

-The government unites the people, gathers talents without party affiliation;

-Whatever is beneficial to the people, we must do our best. Whatever is harmful to the people, we must avoid;

-We must respect the people, then the people will respect us;

-If the country is independent, but the people do not enjoy happiness and freedom, then that independence is meaningless;

The Ho Chi Minh Party advocates using those thoughts of President Ho Chi Minh as a theoretical basis to build a developed and happy Vietnam, on par with the great powers of the five continents.

Article Six:

Constitution of the Democratic Republic of Vietnam:

The first Constitution of 1946, amended a number of articles by Amendments, to suit the current situation of the country.

Any amendments to the Constitution must comply with Article 70 of the 1946 Constitution:

“Amendments to the Constitution must be made in the following manner:

  1. a) By request of two-thirds of the total number of members of the National Assembly.
  2. b) The National Assembly elects a committee to draft the amendments.
  3. c) The amendments, once approved by the National Assembly, must be submitted to a national referendum.”

The National Assembly of Vietnam once commented that the 1946 Constitution of the Democratic Republic of Vietnam was a progressive constitution that was no less progressive than any progressive constitution in the world.

Article Seven:

Economic Development

-The Ho Chi Minh Party advocated tax exemption for the first 10 years for start-up businesses, Vietnamese businesses as well as foreign companies investing in Vietnam, so that “when the people are rich, the country will be strong”.

-Abolish inheritance tax, because inheritance – the property that parents and grandparents leave to their children and grandchildren – is a moral issue, not a tax on morality. Many countries in the world have abolished inheritance tax, so that “when the people are rich, the country will be strong”.

– The Government has no right to sell public land to real estate tycoons. Public land belongs to the nation, to all the people, and the Government is only the representative manager, the representative owner, and does not have the right to sell public land to tycoons.

– The State establishes a Housing Development Company, reclaims public land, builds houses on public land and sells them cheaply to the people, the State takes care of housing for the people, does not let private real estate individuals get rich on public land.

Article Eight:

Democracy – social freedom:

The Ho Chi Minh Party advocates implementing Article 10 of the 1946 Constitution of the Democratic Republic of Vietnam:

“Vietnamese citizens have the right to:

– Freedom of speech

– Freedom of publication

– Freedom of organization and assembly

– Freedom of belief

– Freedom of residence, travel within the country and abroad.”

Article 9:

Culture-Education-Health

-Ho Chi Minh Party members and party leaders set an example for the people in terms of elegance, kindness, smiling, simplicity, modesty, demonstrating that “cadres are servants of the people”;

-Educate English from kindergarten, nursery school, primary school, secondary school, high school, to ensure that Vietnam is a bilingual country of Vietnamese and English. Ho Chi Minh Party members and leaders set an example of diligently studying English for the people to follow.

-Provide free unsweetened fresh milk for children and students from kindergarten, nursery school, primary school, secondary school, high school to improve the race, ensuring that Vietnamese people have the same height as other developed countries in the world.

-Encourage everyone to wear Ao Dai, both men and women, at least when working. People wearing Ao Dai will be less likely to have uncultured, uneducated, and violent behaviors. Pho vendors, if wearing ao dai, will find it difficult to scold customers. Party members and leaders of Ho Chi Minh Party, both male and female, set an example of wearing ao dai for the people to follow.

Article 10:

Dissolution of the Party:

The Ho Chi Minh Party recognizes that the interests of the country must come before the interests of the Party, political parties are only temporary at a certain historical moment of the country.

Vietnam, for more than 4,000 years of history, has never had a political party. Therefore, when realizing that the country’s situation does not need political parties, the interests of the country must come before the interests of the Party, then the Ho Chi Minh Party will declare its self-dissolution, just like the Indochinese Communist Party declared its self-dissolution on November 11, 1945.

Article 11: Party members:

Party members of the Ho Chi Minh Party pledge to serve the Vietnamese people, and serve world peace.

Article 12:

Joining the Ho Chi Minh Party:

All Vietnamese people, at home and abroad, and foreigners, if they comply with the eleven of the above articles, and were introduced by two other people, were all admitted to the Ho Chi Minh Party.

The oath of the Ho Chi Minh Party members when joining the Party is as follows:

– “I, a member of the Ho Chi Minh Party, vow to serve the Vietnamese people, and serve world peace.”
