Ho Chi Minh: THE GOVERNMENT IS THE SERVANT OF THE PEOPLE, try its best to avoid arbitrary arrests and beatings

Introduction

After the August Revolution of 1945, the Government of the Democratic Republic of Vietnam was established, but many injustices occurred, caused by Government employees.

Therefore, President Ho Chi Minh wrote this article, published in Cuu Quoc newspaper – the predecessor of today’s Dai Doan Ket newspaper, to remind Government employees to be Servants of the People, not to arrest the people arbitrarily, and must not confiscate the people’s property without cause.

 

“Not two months ago, before the uprising of August 19, 1945, when mentioning the word Government, people immediately thought of a group of dangerous and cunning bandit leaders.

On the contrary, everyone towards the People’s Government today has a cordial feeling mixed with a deep respect: The Government is to us like “the eldest brother in the family, a comrade in charge of A locality, a person at the helm that we can confidently trust and place our destiny in.

The ancients said: officials are servants of the people, we can also say: The government is a servant of the people.

The work the Government does must aim at the sole purpose of achieving freedom and happiness for everyone. Therefore, the People’s Government must always put the people’s interests above all else.

Do whatever is beneficial for the people. Anything that is harmful to the people must be avoided.

Village and government People’s Committees are a form of local government that must choose people who are fair-minded, loyal, enthusiastic about people’s interests, capable of working, and trusted by a large number of villagers.

It is impossible to rely on money or any other power to get into those Committees.

The village people’s committee, contrary to the old corrupt elders’ councils, will do things that benefit the people, without violating the justice or freedom of the people.

It tries its best to avoid arbitrary arrests, beatings, and unjustified confiscation of property.

The People’s Committee is extremely cautious in spending public funds, not daring to arbitrarily spend money on extravagant things such as food and drink.

Committee employees will not take advantage of the Committee’s name to create factions and recruit “family members” to work with them.

In short, all the evil, corruption, injustice, and oppression of the old regime and previous councils of elders will not be able to exist in the current People’s Committees.

The People’s Committee is the Committee responsible for implementing democratic freedom for the people. It must act in the spirit of freedom and democracy.///
