For part-time workers in neighborhoods and wards, the model of unification is carried out as Party cell secretary cum zone head; Deputy Secretary of the Party cell cum Head of the Front’s Committee; other non-specialist positions and heads of mass organizations or leaders of people’s groups…
Secretary and Chairman of Quang Hanh Ward People’s Committee Truong Van Pha said that thanks to the implementation of this model, up to now at the commune level, the reduction has been reduced 4 officials, while at the village level, it decreased to 368 people.
Specific Responsibilities
Talking to reporters, Mr. Ha Van Cong, Secretary and Chairman of Cong Hoa Commune People’s Committee said that due to the large number of people, the division of responsibilities is unclear, leading to duplicate activities, with the same job content but many different tasks, units, organizations and individuals are involved.

However, Mr. Cong said that since 2015, the implementation of Project 25 of the province, with the unification of some titles, 1 cadre holds 2-3 titles, so it has reduced more than 10 cadres at both commune and district levels, village level. On average, the commune saves 160 million VND each year from the consolidation and concurrent positions of titles.
“The reporting of chickens from the village to the commune has only been done by one organization. Similarly, there is only one organization left from the commune to the district, which is very suitable,” said Mr. Cong.
It is also a chicken story, but Tien Yen district (Quang Ninh) once hesitated, not knowing what to do with the development of Tien Yen chicken. This is a precious chicken breed, but due to small-scale breeding, Tien Yen chickens are at risk of hybridization. Faced with this situation, Mr. Ly Van Dieng – a local man has found a method of artificial insemination to preserve the precious chicken breed in 2013. However, when Mr. Diep proposed to district leaders to support to expand the scale of chickens, the District People’s Committee agreed, but the District Party Committee could not agree on the policy on the support plan.
It was not until 2015, when Tien Yen unification, the Secretary cum Chairman of the district, this support was approved. Up to now, Tien Yen chickens have more and more brands on the market, showing that the above owner is completely reasonable.
Reduce meetings, people benefit

In addition, the implementation of major policies on socio-economic development is also faster and more convenient. At present, the commune saves about 160 million VND per year on average from the renovation and reorganization of the apparatus.
Officers must be capable and qualified
Ms. Do Thi Binh, Deputy Secretary of Cam Pha City Party Committee said: The most difficult thing in the process of unification is cadre work, having to find people with political capacity and qualities. Because not everyone can work part-time. There was a case where the secretary cum chairman of the People’s Committee of the ward, but after a period of work, the leader of Cam Pha city was forced to stop and adjust to not let that case be concurrently due to not meeting the work requirements.
Saving VND 300 billion per year by streamlining the apparatus
According to data from the Organizing Committee of the Quang Ninh Provincial Party Committee, up to now, the province has performed concurrently and unified the titles of heads of Party committees and authorities. in all locations in the region. In which, acting as Secretary and Chairman of the District People’s Committee in 2 localities (Co To, Tien Yen); The Secretary is also the Chairman of the Commune People’s Committee in 75/186 communes. At the same time, unify the titles of heads of organizations with similar functions and tasks at the district level such as: Head of the Mass Mobilization Committee cum Chairman of the Fatherland Front Committee; Chairman of the Inspection Committee cum Chief Inspector; Head of Organization Department cum Head of Internal Affairs Department; Head (Deputy) Department of Propaganda and Training cum Director of the Center for Political Training… As a result, Quang Ninh province saves about 300 billion VND each year.
Also because of the above efficiency, at the last National Assembly session when the delegates debated “where to find the money to clear the ground for the construction of Long Thanh airport“, Mr. Pham Minh Chinh, Head of the Central Organizing Committee – who had been a Former Secretary of the Quang Ninh Provincial Party Committee (now comrade Pham Minh Chinh is Prime Minister of Vietnam), proposed saving costs and streamlining the apparatus:
“In 2017, we save 1%, we have over 10,000 billion, in 2018 we save 1%, we have more than 10,000 billion. So we have over 20,000 billion. To do so, we have to reduce the focal point and reduce the staff in accordance with the spirit of Resolution 39 of the Politburo to be able to solve this problem,” said Comrade Pham Minh Chinh.
