24 years ago, in 2001, the Vietnamese government and Hanoi city agreed to move the Tran Hung Dao Mechanical Factory out of the center of Hanoi to Bac Ninh.
Relocating the Tran Hung Dao Mechanical Factory out of the center of Hanoi was a correct policy, because the factory caused pollution and noise.
But instead, on that 42,000 m2 prime land, there was no long-term cultural or sports project serving the public, but Vincom company was assigned that prime land to build supermarkets, luxury apartments for sale, and for rent to make money.
Hanoi city and the Ministry of Industry and Trade should publicize how much money Vincom paid the state to get that valuable piece of land?
Let’s see, if we sell those 42,000 m2 of land, at a price close to the market price in 2004, which is about 180 million VND/m2, or about 10,000 USD/m2, then those 42,000 m2 have earned the State about 400 million USD, or about 8,000 billion VND. (The current price in 2025 is much different.)
How much money did Vincom pay the State to get that 400 million USD worth of land? Please, leaders of Hanoi city, leaders of the Ministry of Industry and Trade, and Vincom company, make it public for the people to know. It is said that Vinhom only invested a total of about 600 billion VND to buy the land of Tran Hung Dao Mechanical Factory, No. 94 Ba Trieu, Hanoi, and build a supermarket and Vinhome apartment building there.
I don’t know if this figure of 600 billion VND is correct, please answer from Hanoi city.
Vincom builds apartments and supermarkets to make money, not to build public works, national defense, education, health, etc., so it probably won’t enjoy preferential land prices.
In 2017, Vincom wanted to get a priceless piece of cultural land in Giang Vo Exhibition area, 68,000 m2 wide, to build a 50-storey apartment building, sell, rent, and earn billions of dollars more.
Fortunately, the Giang Vo exhibition land has been reclaimed to make a cultural work serving the public.
Taking state land, factory land, office land, school land, hospital land, etc. is the safest, does not affect the people, does not cause complaints, does not cause protests, and the price is extremely cheap, because it colludes with certain leaders.
Collaborating with powerful comrades A, B, C to take cheap public land, build apartments and sell them at market prices will make the biggest profit, and become a dollar billionaire overnight, something no other business can compare to.
That’s why in Vietnam, real estate billionaires are springing up like mushrooms, while other industries are having a hard time developing.
The Taliban in Afghanistan once toppled over 2,000-year-old Buddha statues in Afghanistan. Vincom, and other estate tycoons and comrades A, B, C,,, are just like the Taliban, they are also willing to trample on the martial arts tradition and culture of the Vietnamese people, looking for ways to seize school land, hospital land, office land, land of this Ministry, that Ministry, of this Committee, that Committee,,, to build apartments, offices, hotels, supermarkets,,, to make dirty money.
And now, we know about another public land acquisition project in Hanoi, which is “Decision No. 1259/QD-TTg on Approving the master plan for the construction of Hanoi Capital to 2030, with a vision to 2050”.
In the world, no country is so cruel as to chase hospitals and schools out of the center of its capital and major cities.
Chasing schools and hospitals out of the center of Hanoi is a barbaric, uncultured, immoral act, and a crime against the people.
However, in Vietnam, this unscrupulous act is happening.
On July 26, 2011, Comrade X Prime Minister Nguyen Tan Dung signed Decision No. 1259/QD-TTg, approving the master plan for the construction of Hanoi Capital City until 2030 and vision to 2050.

APPROVING THE MASTER PLAN FOR THE CONSTRUCTION OF HANOI CAPITAL CITY TO 2030 AND VISION TO 2050”
Reading this planning document, it seems to be for the vision of developing the capital Hanoi to 2030 and 2050.
It sounds really exciting.
Hanoi will develop modernly, worthy of the capital of Vietnam with a thousand years of civilization.
But let’s take a closer look at how comrade X Nguyen Tan Dung and his subordinates A, B, C,,, cleverly put into this Decision the ideas of expelling schools and hospitals from the center of Hanoi:
“Implement the relocation or construction of 2nd facilities for some schools from the inner city to satellite cities or provinces in the capital region; the land fund after relocation will be used for public purposes serving the urban area.
“Relocate medical facilities treating infectious diseases, high infection rates out of the inner city. Reserve land for high-quality research, training and medical examination and treatment facilities.
“Relocate old industrial facilities and medical facilities treating infectious diseases out of the inner city, contributing to reducing environmental pollution pressure on the central urban area.
“- Relocate colleges, universities and medical facilities in the inner city. Build new university clusters and complexes multifunctional medical facility according to planning.”
This whole long and grand plan is actually just in the simple sentences above.
They stated that the beautiful purpose of this plan is to build a more beautiful Hanoi, and to reduce traffic congestion in the inner cities.!!!
If there is traffic congestion, then public transport must be developed, why chase schools and hospitals out of the center of Hanoi?
First, they said that they are taking land from schools and hospitals to build public works.
So is there any public works that are better, more beautiful, more sacred than hospitals and schools?
Is there any image that is more cultural, more beautiful than the image of schools and hospitals standing proudly in the center of big cities, in the capital of the country, showing a State that serves the people?
Second, after taking land from hospitals and schools, what will people build there? Will they build hotels, restaurants, supermarkets, high-rise apartments lease?
If so, then it can only be called borrowing Hanoi’s urban development planning to rob land from schools and hospitals to build hotels and restaurants.
Which tycoons are waiting for the dream of becoming billionaires overnight, if they are granted licenses to use these valuable pieces of land?
And if they are used to build public works, is there any public works better than schools and hospitals?
Third, even for reasons of national security, no country has dared to expel schools and hospitals from the center of a big city, except for the heroic State of the Interest Groups today in Vietnam.
Fourth, how can it be proven that hotels, restaurants, luxury apartments, offices for rent, supermarkets, shopping centers do not cause traffic jams like hospitals and schools?
Even hotels, restaurants, luxury apartments, offices for rent, supermarkets cause traffic jams more more than schools and hospitals.
Look at how crowded the underground supermarket, above the luxury apartment building in Nga Tu So – Hanoi of Vincom is, causing Vincom to arrogantly spend up to 6 billion VND to advise people not to go to that supermarket on the crowded days.
The relocation of this hospital and school reminds us of the story of Qin Shi Huang in ancient China, more than 2000 years ago, burning books and burying students.
Not much different. The only difference is that there is no bloodshed, but the brutality is not much different.
The dream of becoming a billionaire overnight of those who took over the land of schools and hospitals is about to become a reality.
There are many voices that seem to “obey the Government’s orders”, urging “Quickly comply with the Government’s decision to clear the land”.
Anyone who hesitates, delays and refuses to relocate, will have enough reasons to retire or transfer jobs.
Children’s Cultural Palace near Hoan Kiem Lake has also been relocated, I wonder what that golden land will be used for?
President Ho Chi Minh’s teachings on “Impartiality”, on “Diligence, Thrift, Integrity, Uprightness”, do you remember?
Recently, I sometimes see them, Vietnam leaders in loud voices quoting President Ho Chi Minh’s saying:
“Whatever is beneficial to the people, we must do our best.
Anything that is harmful to the people must be avoided at all costs.”
President Ho Chi Minh said this in his Letter to the Provinces, Districts, and Villages in 1945.
And right after quoting that statement by President Ho Chi Minh, Comrade X immediately ordered schools and hospitals to be expelled from the center of Hanoi, with the beautiful reason of the General Plan for the Construction of Hanoi Capital to 2030 and Vision to 2050.
If Comrade X had led Vietnam since the Ly Dynasty, then Comrade X and his comrades A, B, C,,, would have built the Temple of Literature-Quoc Tu Giam on Ba Vi Mountain.
Perhaps they would have also moved the One Pillar Pagoda to Quoc Oai.
As for Tran Quoc Pagoda, they would have probably moved it to Son Tay.!!!
-Look at the US, the most famous university in the world, Harvard, was founded in 1636 in the center of Cambridge, Massachusetts, and has not been moved to anywhere until now.
Virginia Mason Hospital, which treats all kinds of dangerous infectious diseases, is located in downtown Seattle, Washington, founded in 1920, and has not moved anywhere since.
Look at how in France, large hospitals, “treating dangerous infectious diseases” are located proudly in the heart of Paris, full of pride for their work protecting the health of the French people.

So why do comrades Vincom and comrade X dare to make false accusations that the hospital for treating infectious diseases is a place that spreads infectious diseases, in order to use that as an excuse to fire i hospital outside the center of Hanoi?

Regarding the French university located right in the center of Paris, there is the University of Paris, located at 59 Rue Nationale, Paris.
The University of Paris was founded in 1175, and until now, it is still located at that address, not moving anywhere.
And there are many other universities also located in the center of Paris.
In our Asia, let’s look at Korea.
–Seoul National University Hospital, located in the center of Seoul: No. 28, Yeon Gun, Jong Ro, Seoul, South Korea.
This hospital was founded in 1899, until now it is still located at that location, not moving anywhere.
ASAN Medical Center, located at No. 88, Olympic-Ro, 43-Gil, Songpa, Seoul, South Korea. This hospital is very large, with 2,715 beds, treating all kinds of infectious diseases, and has not been relocated anywhere.
Regarding universities located in the center of Seoul, there is the famous Seoul National University – Seoul National University – located at: 1 Gwanak-ro, Daehak-dong, Gwanak-gu, Seoul, South Korea.
This university was founded in 1946. The Secretary General of the United Nations Ban Ki Moon graduated from this university, Department of International Relations.
Regarding Japan, there is the large Hiroo Hospital located right in the center of Tokyo, located at 2-34-10 Ebisu, Shibuya-ku, Tokyo, 150-0013.

As for Russia, a close friend of the Vietnamese people, there are many prestigious hospitals and universities located in the heart of Moscow.

As for universities, there is Lomonosov State University, now renamed Moscow State University, many Vietnamese students have graduated from this Lomonosov State University. First, hospitals and schools must be located in the center of large cities, for the convenience of people going to see a doctor, and for the convenience of doctors working in hospitals.
Second, hospitals and schools must have professional and research relationships with each other. Viet-Duc Hospital must regularly consult and treat patients with doctors and professors from Bach Mai, Viet-Xo, Obstetrics and Gynecology hospitals, and vice versa. The same goes for universities. Therefore, schools and hospitals must be in the center of cities for convenient communication.
Third, schools and hospitals are located in the center of the capital to show that the State respects culture, respects the cause of education, and the cause of treating people more than restaurants, hotels, and luxury apartments.
The Vietnamese people followed the Party, made the August Revolution, and fought and sacrificed millions of soldiers and people in the wars for independence and national unification, so that today the fruits of the revolution fall into the hands of interest groups?
Is it a “State of the people, by the people, for the people”, or just a State “of interest groups, by interest groups, for interest groups”?
Is it now time for them to reap the fullest fruits of the August Revolution in 1945, of the Liberation Day of April 30, 1975?
Will the gentle and simple Vietnamese people continue to silently watch the Interest Groups continue to enrich themselves on the blood and sweat of the people?
Comrade X Nguyen Tan Dung needs to be prosecuted for the crime of signing Decision No. 1259/QD-TTg on Approving the master plan for the construction of the capital Hanoi until 2030, with a vision to 2050″, intentionally violating, causing damage to State assets, causing the people to lose confidence in the Party, only make benefits for Vietnam estate tycoons.///
