In 1945, after the birth of the young Democratic Republic of Vietnam, President Ho Chi Minh hoped to receive support from the United States and France to build a democratic, free and happy Vietnam.

For President Ho Chi Minh, the interests of the nation were paramount, so President Ho Chi Minh was willing to abolish the Communist Party, abolish Marxism and Leninism, and was willing to turn to democratic and free countries such as the United States and France, if Vietnam received support from the United States and France in recognizing Vietnam’s independence and helping Vietnam build the country.

With a spirit of goodwill and a desire to cooperate with France and the United States to build the country, in the Declaration of Independence giving birth to the Democratic Republic of Vietnam, President Ho Chi Minh did not say a single word about socialism or communism. Furthermore, President Ho Chi Minh also quoted the American Declaration of Independence, and the French Declaration of Human Rights, without quoting Marx’s Communist Party Manifesto.

And just over 2 months after declaring the Democratic Republic of Vietnam, on November 11, 1945, President Ho Chi Minh instructed the Indochinese Communist Party to voluntarily dissolve and retreat into secret activities.

This “Announcement of the Indochinese Communist Party’s voluntary dissolution” was published in the book “Party Documents 1945-1954, Internal Circulation”, published by the Central Party History Research Board in Hanoi in 1978.

At that time, in 1945 and 1946, the situation in Vietnam was very dangerous, more than 180,000 Chiang Kai-shek troops entered Vietnam to disarm the Japanese army, and the French army was also preparing to enter Vietnam to regain their rights from the Japanese army.

The young Vietnam had to fight against two enemies, Chiang Kai-shek and the French army.

The diplomatic moves of President Ho Chi Minh and the young Vietnamese Government at that time were very smart and flexible:

1- Of the two enemies, Chiang Kai-shek and France, one enemy must be eliminated, leaving only one enemy. If the situation of “fighting on two fronts” were allowed to occur, Vietnam would likely fail.

At that time, President Ho Chi Minh chose to play with France, eliminating Chiang Kai-shek, because China was Vietnam’s eternal enemy, and China’s level of development at that time was only equivalent to Vietnam’s, which was very backward and corrupt from more than 4,000 years of Chinese feudalism.

France was more developed and more civilized, Vietnam playing with France would receive the support and help of French civilization, of French industry, of French scientific and technological achievements to develop the young Vietnam.

Therefore, on September 4, 1945, just 2 days after reading the Declaration of Independence of the Democratic Republic of Vietnam, President Ho Chi Minh launched the Golden Week, calling on the Vietnamese people to donate gold and money to the Provisional Government of Vietnam. After 1 week, the gentle, simple, kind, and innocent Vietnamese people donated to the Vietnamese Government more than 20 million Indochinese piastres, worth more than 2,000 billion dong today – about 10 million USD, or more than 380 kg of gold.

The family of patriotic bourgeois Trinh Van Bo alone donated more than 5,000 taels of gold, or about 140 kg of gold. The family of Trinh Van Bo also donated house number 48 Hang Ngang – Hanoi to the Government as the place where President Ho Chi Minh sat to write the Declaration of Independence for the Democratic Republic of Vietnam.

The Vietnamese Government used most of this money and gold to bribe Chiang Kai-shek’s army to withdraw from Vietnam.

After receiving the money and gold, Chiang Kai-shek’s army happily withdrew from Vietnam, so that Vietnam only had to deal with one enemy, the French.

2- Cooperate with the French, if France recognized Vietnam’s independence.

Therefore, on March 6, 1946, at the Children’s House, No. 36 Ly Thai To Street, Hanoi, an amusement park for children in Hanoi, built by the French, the two governments of the Democratic Republic of Vietnam and France signed a Preliminary Agreement, with the terms that the French Government recognized Vietnam’s independence, and the Independent State of Vietnam had its own army, its own diplomacy, its own economy, and was part of the French Union.

That Au Tri Vien building, after the August Revolution in 1945, was used as the Hanoi Children’s Palace, a place for entertainment for children in Hanoi and children across the country.

When I was a child, I also came here to play many times. And when I was a journalist for Dai Doan Ket newspaper, I went to the Hanoi Children’s Palace many times to get news and write articles about the entertainment activities of children in Hanoi and children across the country.

But now, the Hanoi Children’s Palace has been moved to the outskirts of Hanoi, what will the beautiful building at 36 Ly Thai To be used for? No one knows yet.

If the new building at the Hanoi Children’s Palace is also used as a cultural building serving the public interest, why not maintain it, upgrade it, and repair it to make the Children’s Palace more modern and beautiful?

What could be more beautiful than a Children’s Palace for Vietnamese children to play, entertain, participate in cultural and sports activities in that wonderful and historic location?

to make banks, hotels, offices for rent?

to make money?

then the sacred spirit of the mountains and rivers of more than 4000 years of history and culture of Vietnam will rise up, will overthrow that trashy money-making building, to return the Au Tri Vien-Children’s Palace for Vietnamese children to play.

After that, President Ho Chi Minh was invited by the French Government to France, as a distinguished guest of the French Government. In France, President Ho Chi Minh signed another agreement with the French Government, called the Provisional Agreement on September 14, 1946, with similar content, France recognized the independence of Vietnam, and Vietnam was part of the French Union.

If the French and the Americans respected the independence of Vietnam, the Announcement of the Indochinese Communist Party’s self-dissolution would be respected and implemented.

But then, the French provoked, and the Americans supported France, so the Indochinese Communist Party returned to work, leading the country.

And thanks to that, today, Prime Minister Nguyen Tan Dung has taken advantage of the party’s power, signed two decisions No. 64 in 2003, and Decision No. 1259 in 2011 to legalize the sale of public land to real estate tycoons, enriching himself on the blood of millions of compatriots and soldiers who sacrificed and followed the party to gain independence and freedom for the people, but now, is it to gain independence and freedom for the tycoons?
