The Vietnam Communist Party should hold a Central Conference to discuss about corruption and fight corruption

On the morning of November 25, 2024, the Communist Party ò Vietnam held an extraordinary Central Conference, which only lasted half a day in the morning, to announce party disciplinary decisions against a number of Central Party Committee members, Ministers, Provincial Party Secretaries, etc.

This is a necessary extraordinary Central Conference to formalize the disciplinary action against a number of senior Party officials who violated the law and were corrupt.

And this is just another proof that corruption in the Vietnamese Communist Party is very widespread, very rampant, very serious, occurring from the highest levels of the Party and State apparatus, right down to the State Chairman-President, with 2 Presidents disciplined for corruption.

In other countries, the State Chairman is like the President, but in our heroic Vietnam, in the Communist party that President Ho Chi Minh founded and trained, now there are the second highest leaders of the country who are also corrupt, I wonder how sad and disappointed Uncle Ho would be in the afterlife?

It is time for the Vietnam Communist Party to organize a special Central Party Conference to discuss why after 40 years of Doi Moi, corruption in the Party is so much, so serious, occurring from the highest to the lowest level, occurring in all sectors, all fields, all levels, occurring in the Central Party, occurring in the Politburo, occurring in the police force-the sector that protects social order and discipline?

From there, the Party will find a way to solve corruption at its root, not solve it from the top as it is now.

 

And to fight against corruption, and build good government, we must find the mechanism that gives rise to corruption, to fix the mechanism, to fix the party building work, to both fight corruption from the root and appoint good and honest cadres to the party and state leadership apparatus.

General Secretary To Lam was on the right track when he pointed out that the need to “streamline the apparatus” is a correct measure to both fight corruption and to make good use of talented people in the party and state apparatus.

A large and cumbersome apparatus cannot increase salaries, and if salaries cannot be increased, talented people cannot be made good use of, and it causes officials with power to have the idea of ​​profiteering and corruption.

In the past, our ancestors had “salary to preserve integrity” to clean up the state apparatus, to clean up the court’s mandarines from the central to local levels.

During the Ly Dynasty, when the country was at peace, the court only recruited new officials every 15 years and promoted officials once, because there were not enough places and seats for new employees and officials.

Is it true that today, the Party also needs to apply the same staff streamlining measures as the Ly Dynasty did, recruiting new civil servants every 15 years and promoting new officials once?

The widespread corruption in the Party today shows that the Party’s work of organization and selecting officials is problematic and needs to be carefully dissected and analyzed.

Is it true that the Provincial Party Committee’s Organization Committee, the Central Organization Committee, and the Ministry of Home Affairs, which are advisory bodies on training and recruiting officials for the Party and the Government, should be improved and changed, or should the Organization Committee and the Ministry of Home Affairs be abolished?

Look at the United States, how easily and simply President Trump is appointing and selecting officials? and anyone who has problems is immediately replaced, without a complicated process like in Vietnam, which requires going through the Organization Committee, the Ministry of the Interior, and strict background checks by the Internal Political Protection Committee, the Security Committee, the Party cell, etc., but corruption is still rampant, still allowing bad people and ignorant people to enter the leadership apparatus of the Party and the State.

When he was General Secretary, Comrade Le Kha Phieu complained that “the cadre work organization of our Party is very complicated, not simple at all”.

Comrade Prime Minister Phan Van Khai once complained that during his term as Prime Minister, Comrade Prime Minister Khai could not remove anyone from office.

Now, the party has removed many officials from office, including the President, the National Assembly Chairman, Ministers, and members of the Party Central Committee who have been disciplined, removed from office, arrested, and imprisoned, thanks to the police’s investigation work, which has produced clear evidence, so it cannot be argued, so dealing with officials is quite easy and simple.

But for officials who cannot find evidence, they can only “learn from pulling experience”.

As the Secretary of Da Nang City, Nguyen Ba Thanh, has said very well, “our pulling rope of experience is very long, you can pull it forever and it will never end,,,”.

Like in the US, the President is not satisfied with his officials, when he sees public opinion and the American people are dissatisfied, the President arbitrarily replaces them immediately, there is no process of “drawing from the long rope of experience” like in Vietnam.

And when the US President sees a talented person, according to the President’s assessment, he has the right to immediately appoint that person to the US State apparatus, the position of Minister, Deputy Minister, Ambassador, Director, etc., without the Central Organization Department or the Ministry of Interior acting as an advisor like in Vietnam.

Therefore, our party should organize a special Central Conference to discuss corruption and fight corruption, study for several days in a row to allow to discuss thoroughly, discuss to the root, and allow party members, Central Committee members, Politburo members to speak freely, express all their opinions, and allow the Vietnam people, citizens to have constructive opinions, to dare to speak out, without fear of being suppressed.

Only then can we Vietnam find a solution to solve corruption thoroughly, effectively, and solve it from the root, and find a solution to Simplify a party and State apparatus. ///
